“Mobile Outreach” is a core part of our work. We meet people where they are—sharing public health supplies, food, and care packages, and offering connections to supportive services. Our approach centers dignity, trust, and consistency, recognizing that meaningful relationships and immediate support can make a real difference.

What is Boots on the Ground?
 

Boots on the Ground (BOG) is SOOAR’s direct, street-level outreach initiative designed to reach individuals where traditional systems often do not.

We show up in real time—in neighborhoods, on corners, in parks, and in overlooked spaces—connecting with individuals impacted by substance use, housing instability, survival economies, and untreated trauma.

BOG is not office-based.
It is not appointment-based.

It is presence. It is trust. It is access.

Outreach History

In 2020, rising overdose rates and increasing HIV cases in Wayne County led SOOAR to partner with the Detroit Wayne Integrated Health Network and MDHHS to expand harm reduction services across Out-Wayne County. Following Inkster’s ordinance to decriminalize paraphernalia, SOOAR became the first organization outside of Detroit authorized to operate a Syringe Service Program—marking the launch of Boots on the Ground (BOG).

Guided by the principle “nothing for them without them,” the BOG team focuses on building trust through consistent, community-based outreach. By meeting people where they are, the team provides clean supplies, essential resources, and connections to supportive services, always grounded in compassion and respect.

As relationships deepened, the need for spiritual care became clear. In response, Called 2 Care Ministries was established as BOG’s faith-based extension, offering support in spaces where it had often been absent.

BOG is a no-judgment, person-centered initiative. Rather than imposing change, it creates space for individuals to access resources, build trust, and move forward at their own pace. What began as a targeted response has grown into an ongoing commitment to community care and connection.
